The 10th Congress of the Italian Society of Animal Reproduction (S.I.R.A.) and the 1th Balkan Conference on the Biology of Reproduction in Farm Animals and in Aquaculture, will be hosted in the Palace of Culture in Tirana (Pallati i Kulturës), in the 'Mother Teresa' Meeting Room. This building was built on the Pazari Vjeter of Tirana at the request of the Communist Party of Albania. The first stone of the building was symbolically placed by Nikita Khrushchev in 1959. The work was completed in 1963. The architecture is very similar to many social Communist-era buildings in Eastern Europe. There were been virtually renovations of the building since its construction. The National Palace of Culture includes the National Library of Albania, the National Theatre of Opera and The Balett of Albania. The square in front of the Palace of Culture is now named ‘Skanderbeg square’.
